Bland has also sent denial to Hong Kong and Shanghae Bank, and states that Berlin and Paris have Cordes refused to report his contradiction to Berlin. accordingly been informed by bank that statements are false, and support of French group has been requested at Berlin. Instructions have also been given to Hillier to endeavour to defer signature.

I have suggested to Bank that Germans should be informed of the intention of His Majesty's Governnient to protest to Chinese Government that spirit of 1908 undertaking will be violated by signature.
